Phoebe was raised in her early youth in Gallipolis, Ohio, then her family moved to Bellefontaine in her early teens where she met the love of her life Ronald Cotterman at The Depot restaurant in Bellefontaine while Ring of Fire by Johnny Cash played and became their song.

Ron and Phoebe were married on October 5, 1963, in Bellefontaine, Ohio. Their marriage was blessed with four children, David (Bone) Cotterman of St. Mary’s, Faith Ann Feazell of Canal Winchester, Ronnie Cotterman of Bellefontaine, and Beverly (Jeff) Brielmaier of Lewistown; nine grandchildren, Phoebe Brielmaier, Ariel Brielmaier, Alicia Brielmaier, Nolan Brielmaier, Miranda (Max) Reames, Ora (Cassie) Payne, Peggy (Aaron) Topping, Nicholas Cotterman, and Richard Shinn; 16 great grandchildren; a sister, Brenda Allen; and numerous nieces and nephews.
